How often does the model portfolio trade?

It is reviewed every trading day; most days bring a few trades, sized per $100,000, and some days none.

Can I follow it in my own brokerage account?

Yes - the trades are listed with share counts per $100,000 and suggested limit prices so you can scale them to your account. You place every order yourself.

What are the risk levels?

Conservative, Adaptive (the flagship) and Aggressive. They differ in how concentrated they are, how much they hold in any one sector and how quickly they move to cash.
